AA Division Baseball Rules

Introduction

The rules outlined herein are to provide guidance and instruction to Pembroke Youth Baseball “AA Division” for 2nd Graders coaches and players to administer a fun and safe baseball program. “AA Division” baseball’s goal is to continue to improve player’s fundamentals and skills while introducing additional elements of rules of competitive baseball gameplay. Fun, equal play, instruction and sportsmanship should be the priority. Players are encouraged to participate enthusiastically and demonstrate a competitive spirit but not at the expense of sportsmanship. When on the field, Coaches of all teams are to act a positive role model for all players and parents and assist when needed in encouraging positive behavior and providing baseball instruction for all players regardless of what team they are on.   

Game Play

  • 3 outs will end an inning. An out can be via Strike Out, Fly Out, Force Out, or Tag Out at any base.
  • Each team will be allowed to bat through their entire order in an inning, provided there have not been 3 outs.  
  • Scores, Standings or Statistics are not kept in this league. There is no end of season tournament or playoffs at the AA Division.
  • Practices will be scheduled based on Coach and Field Availability on Thursdays at either 5-6pm or 6-7pm. Teams should have at least one 60-minute practice per week, in addition to the scheduled games
  • Games must start on time as determined by the league schedule. 5:30 PM on Tuesdays and 5:00 PM on Sundays. Please arrive early to the field so that your team can be ready to start at the scheduled time.
  • Games are scheduled for 90 minutes. Do not start a new inning after 75 minutes. Games should last between 4-5 innings.  
  • Effective 5/10/23: Junior Umpires as assigned by PYBS will call balls/strikes and safe/out on the basepaths. Pitching Team may provide a coach to assist catcher and a coach to assist defense. Batting Team will provide: Coach to supervise dugout, Coach 1B and 3B and provide relief pitching to own team when needed.
  • Rosters should have 9-11 players. The infield will have no more than six players at a time. There will be a pitcher, catcher, 1st baseman, 2nd baseman, short-stop, and a 3rd baseman. All remaining fielders must play on the outfield grass.
  • All present rostered players present must be in the batting order.
  • Unless postponed by the division director for weather or at some other circumstance, games shall be played according to the league schedule. 
  • Rules are subject to change and additional rules may be added pending approval from the league as the season progresses.


Pitching

  • This is a player pitched division. For safety reasons all pitchers must pitch from at least 36 feet from home plate.  (This is 10 feet in front of the pitcher’s mound)
  • A pitcher who hits 2 batters in one inning or 3 batters in one game shall be relieved as the pitcher from that game.  A coach from the batter’s team will complete the inning.
  • A pitcher who pitches 4 walks in one inning shall be relieved as the pitcher from that game.  A coach from the batter’s team will complete the inning.
  • Pitchers may pitch no more than 2 innings per game and no more than 3 innings per week.  
  • If a batter is hit by a pitch, then the batter is awarded first base.


Batting

  • A batter will NOT be awarded first base in the event of a walk (four pitched balls) If the pitcher walks a batter, only then will a coach step in and pitch to the batter.  The batter will have three swings to hit the ball.  A coach from the batter’s team shall pitch to them.  If the batter fails to hit the ball when the coach is pitching within 3 swings, then they will be out.  Every player should be able to, within reason, make contact against a coach in this league.
  • If a batter is hit by a pitch, then the batter is awarded first base.
  • All players are to remain in the dugout while their team is at bat.  One player is allowed at the plate to hit, and one player will be allowed in the “on deck circle”.


Base Running

  • Base stealing is not allowed.
  • Leadoffs are not allowed.  Runners can leave the base once the ball is hit.
  • Defensive players without the baseball are not allowed to impede the baserunner.
  • Getting the ball back to the pitcher that is on the mound will end the play.  All runners that are not at least halfway to the next base must return to the previous base.
  • Batter-Runners will only be allowed 1 base on an overthrow.


Equipment

  • Baseball bats must be “USA Baseball Approved” and stamped accordingly.  Bats are not allowed in the dugout.  They should be placed on the fence in front of the dugout or inside the on-deck cage.
  • Regulation Cal Ripken baseballs are to be used for this league, no softcore baseballs. Each team was given one dozen of these to use during the games.
  • Batting helmets are required when at bat and running the bases.
  • Recommended Bat Size for this Age Group is 26-28 inches and Recommended Glove Size for this Age Group is 10.5-11 inches.  
  • Players are recommended to wear a protective cup.
